If your brother is a fisherman in the BWCA a small mesh bag that you can fill with rocks to create and anchor is a wonderful tool to have up there. On a more expensive note..a small two burner stove is great to have or a flat griddle for bacon, pancakes etc. The best gifts I get are small but very useful, wool sox, gloves, fire starters etc.

Gortex anything - upgrades in water proof is always a key item. If you are a big spender a good to great binoculars for star viewing they need to be pretty small and water proof this could cost about $300 for a good pair. Do you know what type of trip your Brother usually does that will determine gifts even fish finders are nice if small and if they work - some paddlers do not like fish finders in the BWCA so you know your brother better then I.
