I was looking at entry permits and I see how many are gone already. Do outfitters scoop up lots of these for there business and there clients ahead of time?

Actually the way the permit system is set up its impossible for the outfitters to pick up permits without a specific customer to use it. A trip leader has to have their name attached to the permits at the time of reservation and you cannot change the people attached to the permit after you reserve it. The BDub is really popular, and many people enter a lottery in Dec/Jan to get the best permits. I think at this point they are legitimately just taken by people going on trips this summer.

Edit: Actually, you just need to have one name attached to the permit, but the names can't change after the reservation is made.

Question...if you are going solo, I know you can't select that as an option, right? So what do you do about alternate trip leader? Put yourself in twice? ;-)

There is a rumor floating around that an organization is buying up large quantities of permits early in the year all for limiting BWCA usage. I have no written proof of this only passed through conversation.

Perhaps someone could research the number of permits that go unused, with any historical trends, if any. Surely this information is available. The resulting data would seem to either support or refute such rumors.

Well, I sure hope that whoever is in that organization that may be nabbing all of those permits can use a lot of different names and has proof of ID for these people. They don't let a company or organization take out a permit... only individuals.
