Hey all I am in the market for an emergency marine radio.

Here are requirements that are a must for me:
1. Clarity and enough volume to actually hear what is being said.
2. Emergency channels 9 & 16.
3. Noaa emergency weather
4. Waterproof/floating
5. External antenna.
6. It can have a rechargeable battery but must have the option to use
normal alkaline batteries when charging is not an option.
7. Handheld

Here is a list of things that would be nice to have:
1. GPS emergency locator
2. dual VHF UHF/GRMS? so it could be used in conjunction with normal
walkies.

There are a lot of options out there in the $100-$150 range BUT from the reviews I have read you can't REALLY get a reliably clear loud radio for less than $250 or so.
If I have a budget of say $200 to $250 what radio would you all recommend that will meet the requirements above?
