Your best bet is Beaver Bay (3 miles southwest of Silver Bay}. Lemon Wolf, Northern Lights, Blue Anchor or Cove Point. Silver Bay has only one restaurant (kind of a diner type of place) and they don't take plastic.
Silver Bay does not serve alcohol in that restaurant either so no bar burger. Blue Anchor is probably best for that.

Right in Silver Bay there is a pretty good little diner. I am not sure of the name of the place but I can give directions to it.
If you are taking 61 North when you hit the stop light in Silver Bay take a Left (that is Co Hwy 5 or Outer Bvld). Go about a mile or two and take a right on Shopping Center Road. Right away, on the left, there is a little strip mall. The diner is right there. Pretty good burgers. Great breakfast.

also a hardware store and grocery right there for last- min items.

It looks like Talusman has it covered. I don’t think Cove Point serves lunches during the winter though.
If what you mean a by a “good bar burger” you mean cheap eats and very casual, then that would be the Northwoods Cafe in Silver Bay proper. I wonder if they still have that sign up at the entrance to the “dining room” that says no boots allowed? (Or something to that effect.)

The closest bar that serves burgers is probably Our Place in Finland. The West Branch in Finland serves a decent pizza. If you're out for a drive there's the Trestle Inn up County 7. Not a lot of people around so consequently not a lot of good eateries once you leave the tourist sections of Hwy 61.

Highway 61 north of Silver Bay, just after you cross the Baptism River & Tettegouche State Hwy 1 is to the left. 5-6 miles up 1 is downtown Finland. A co-op, fire hall, some bars, gas station. That is Finland.
