When do the lakes and rivers typically freeze up enough you cant get in anymore?

Lakes typically are late October to early November-rivers later depending on current strength. Some rivers will still be flowing with some open water into late November, early December and later. They will have ice along shore and slow moving sections so not easily paddled after early to mid November.
